Elling och Kjell-Bjarne får efter flera år på institution flytta in i en lägenhet tillsammans. Till sin hjälp har de socialarbetaren Frank. De börjar så sakteligen lära sig hur ett "normalt" liv ska se ut, hindren på vägen är många. Svara i telefon, handla mat, träffa andra människor. Hinder som för de flesta människor är relativt små men i Elling och Kjell-Bjarnes ögon till en början ter sig oöverstigliga. Med små kliv går vägen framåt och under resan formar sig mål alla känner igen: Kärlek, framgång och vänskap. Vi får se hur lika olika personer faktiskt är, eller... är det kanske hur olika lika personer faktiskt är?
Elling & Kjell-Bjarne är en komedi med ett budskap, den bär på värme, humor och allvar.
